Excellent :-) Yes, that clears up a lot.

And you may note that my CGI-based proposal (or local DBM-based or what have
you) is really an "external" communication system to SVN. Yes, we use SVN's
hook scripts to interface with it, but it is still that "high relevance,
high reliability" channel that you talk about.

[ and actually, it only works right if everybody plays by the rules. if you
  directly edit and commit a change with a lock, then it'll reject your
  commit. that gets people in the habit of taking out a lock, thus
  satisfying the communication. ]
