Lots of developers, myself included, build Subversion from the head with
neon built from a subdirectory.

This is easily handled by adding a note, in some form, to the build
requirements. For instance:

      2. autoconf 2.53 or newer (Unix only)

      This is required only if you plan to build from the latest source
      (See section II.B). Generally only developers would be doing this,
      but at this stage in Subversion's development chances are you'll
      want to do this as well.

      If you are not building neon, autoconf 2.50 or newer is required.
