[PATCH] Issue #812

Attached is a patch to add a "version" command to svnadmin, as requested
by Issue #812.

My only concern is that since "version" doesn't require an argument, it is
different from all the other commands (which atleast need a respository),
this means that usage() needs to no longer lest REPOS_PATH as mandatory
for all arguments.

This is simple, but let me know if anyone wants any changes.
