Yes. Any in-tree package causes svn-config to go wonky. If
you use an installed copy of neon, it'll work.

If you have any brilliant ideas how to fix this, go for it. The
thought I have is that if we can detect if we are in tree, we know
that the std SVN libdir and includes should contain the appropriate
files. -- justin
