Nope. Non-developers still can't change issues at all (even the ones I
filed myself). (Could adding comments/filing new attachments be moved
from the "change" permission to the "submit" permission? Or could a new

Ahh...I had forgotten that revision 1 was the greek tree. And I was
comparing against a "svn up" in a repository I assumed would be the
same, rather than the one the test actually used.
