Someone are working on an internal diff at the moment.
The GNUWin32 diffs are made by MinGW but are depended on external libs
too (Intrenatiolation stuff).
I will include them in the Windows installer if they are faster than
Cygwin (they probably are), if it takes very long time before Subversion
have it's own diffs and if they works with Subversion.
