As the ex-Debian Project Leader, and a Subversion developer (although
not very active as of late), I hope my opinion counts for something.

Put it in Debian unstable. Our pool/archive system means it wont be put
out with a release of Debian until it is suitable for mass consumption.
Whoever expressed those fears to you needs to point fingers at things
like all the *-cvs packages already in Debian (like mozilla-cvs, what a
mass of bugs).

Subversion will make a nice addition to Debian's package offerings.
