interim release before next set of big changes

Just a note about scheduling of changes over the next few days:

We're planning to make an interim release soon, hopefully today,
Monday otherwise. This is to get some recent client improvements out
into the world, before we start on the path escaping stuff (issue #494
and friends).

Specifically, there have been improvements to Windows configuration
file handling, big improvements to the regression test suite, various
bugfixes in the working copy and client libraries, corrections to
client output, and more.

Note that this is basically a client code release. It does not
include Mike Pilato's recent fs changes (issues #745 and #690),
because he hasn't merged that branch yet. Although there have been
some fixes to mod_dav_svn to fix an "svn diff" bug, we probably won't
upgrade the repository server for this interim release, since we're
going to do it soon anyway (either at the next interim release, or at
Alpha).

So. Issues that must be resolved before we release:

   - issue #772 (commit_tests.py 8 revealed an replacement bug)
   - issue #771 (Ben's fixing this bug in the dumper right now)
   - get the Windows config file fixes tested (issue #579)

And issues that will be started on immediately after this release:

   - Marcus Comstedt's patch
   - issue #494 too, of course
   - issue #667
   - the merging of Mike's fs changes (issues #745 and #690)
   - and all the other Alpha issues, of course :-)

Note also that issue #668 is now unblocked; although it's technically
not marked as Alpha, I'm hoping to do some of it as soon as #579's
resolution is confirmed.
