This is all about client configuration.

The "system" config is simply a global user config for that machine --
that is, user config overrides system config overrides no config. :-)

Repository configuration is a separate thing. Repos config files
[would] live in the repository, or perhaps in the Apache 2.0 config
area, depending on what kind of configuration one is talking about.
