I think I'm just enforcing what has been said before in this thread.

I'd like to see SVN's config in files not in the registry. The registry has
many failing
in the real world. The ones that files fix for me are:

1) backup and restore is easy
2) sharing config between machines is easy

I'm also in favour of XML for the config files over .INI format.

1) upgrading is a simple matter of using XSLT
2) XML is a standard and available for most languages (certainly all the
main languages)

Just to be clear. User config on windows must be in a user specific
directory. You need
to support multiple users on a windows box.

Is the only time you have system config when you are hosting a svn database?
Isn't
every thing else user config?
