The changes that autoconf-2.53 introduced need to be examined. It
seems they now have their own notion of top_builddir which is not
expanded unless you are in a VPATH build. Yuck.

I have no clue when I can get to this. I think the better thing
is to just forbid 2.53 in the meantime.

It seems that every version of autoconf changes how the variables
are substituted. Not fun. -- justin
