Have you ever had a working version?
If not, try the apache 2.0.32 tarball, with the subversion 0.9.0 tarball.
That should at least give you something working to play with.
The INSTALL file in the subversion tree tells you quite well how
to set it all up.
Apache and subversion both can have unstable moments in the tree,
and apache is right in the middle of one of those moments. If you want
to play with bleeding edge, you have to deal with that.
