Everybody calm down. The Win32 build doesn't care a gnat's whisker about
the version autogen.sh thinks it's enforcing, so it makes no sense to
change this now.

We don't do any neon version checking on Windows. If, at a later date,
we upgrade the required version on unix because of an API change, the
win32 build will fail without the upgrade, anyway.
