Ah, don't be too hard on yourself :-) As I said, the top-level configure
doesn't advertise the option, so it isn't surprising to think that the
option is not accepted.

It is actually kind of tricky to do this right. If we add the --with-ssl
switch to the help (somehow), then it could be mis-advertising if we select
the system Neon, rather than (re)configuring a Neon in a subdirectory.

The other issue is "how do we stay in sync with the subdirs' various
options over time?"
