format on new svn-breakage mailing list

For the new `svn-breakage@subversion.tigris.org' mailing list, the
subject lines are in this format:

   Subject: svn rev 1250: PASS (Linux RedHat 7.2) -*- or -*-
   Subject: svn rev 1250: FAIL (Linux RedHat 7.2)

Sander and I were thinking: PASS mails should be very small. Let's
just have an empty body, or a very small body describing what passed
(i.e., shared or static build, and whether it's just a build test or
if "make check" also passed). I don't think there's any need to
specify the format, as long as it's human readable.

For FAIL mails, of course, *all* output would be included.

David, as the administrator of the first autotester sending to the new
list, would this be convenient to implement?
