APR-UTIL package build

APR-UTIL package is now required by Subversion, is there any way to build
it separately from Apache or Subversion? It doesn't have hardly any docs
(docs directory is empty! :-) so I'm not sure how to proceed at the
moment.

I was just building APR-UTIL as part of the apache package, maybe I should
modify that package to export the APR development environment?
