Branko is trying to keep the win32 packages there current.

Huh? APR doesn't use neon. Neon and APR are seperate packages
that Subversion has a dependency on.

Haven't tried building a win32 server yet. Can't help you
there. Maybe there is someone else who tried. One thing
is for sure, apache will compile/run out of the box on win32.
