Config problem ?

I cannot connect to the SVN server. We have a firewall here, but
I'm not sure it is related to the problem. I can read the install
file using Netscape, but no way to get it using SVN.
Is there a config file to declare the proxy and its port number ?
Any config problem on my side ? Can you give me a piece of advice on
how to trace what happens in SVN ?
