Re: multiple "svn import" behavior

Jay, can you (possibly with Guillaume and anyone else who wants to
contribute) describe the desired behavior precisely in a new issue?
That way at least we know we won't forget to do it. :-)

If it's essentially CVS vendor branches, say that, but still describe
basically how it works, because a lot of people aren't familiar with
vendor branches.
