I checked in the find_apr.m4 that I was working on, and Justin ran with it.
He's doing it just as I would have...

I don't have any smart solution, other than to require people who run
"autogen.sh" to keep a copy of apr at ./apr. End users who run configure
don't need to keep APR anywhere since find_apr.m4 is incorporated into their
./configure script.
