Unfortunately we have military projects on this network and they deem direct
access a no-no.

Hmmm, I deem http with ssl more secure than ftp and email. Any reason not
to have an 'exposed' http server (with mod_dav_svn)? You could simply setup
firewall rules that would only allow IPs known to be from your Germany based
developers to connect.
