No, there is code. libintl in NetBSD -current comes from
Citrus. I am not familiar with the Citrus web site; maybe it's
hard to find things there.

Not sure what that's all about. All the files have the Berkeley
license, like this:

 * Copyright (c) 2000, 2001 Citrus Project,
 * All rights reserved.
 * Redistribution and use in source and binary forms, with or without

 * 1. Redistributions of source code must retain the above copyright
