svn command line tool man page

Yay

No matter if we'll generate the man page from another format in the future,
or not, this is my first quick shot at a man page for the 'svn' command line
tool.

I think it could serve a purpose right now. It is not complete, I thought I'd
throw it in and get comments before doing any major efforts.
