updated autoconf patch

Here is an updated patch for switching to autoconf 2.52/libtool 1.4. I
worked around the libtool relink-at-install a bit differently. Now, I patch
ltmain.sh directly, instead of the .la files. When I did the latter, it
changed the timestamps which caused rebuilds all the time.

I've also fixed up the invocation of Neon to strip the --config-cache or -C
switches from the command line. Neon doesn't like them at all. (until it
upgrades to autoconf 2.52 also)

I may be able to remove the abs path for install.sh. Gota check that.

Also note that you need a fresh APR to get shared builds to work properly. I
just patched a problem in APR for that.
