In a private mail to me, C. Scott Ananian proposed a short bit of text
that expressed it really well. Here is a potential new notice,
reflecting his suggestion, which we could put in check-license.py and
run on all the code:

    * Copyright (c) 2000-2001 CollabNet. All rights reserved.
    *
    * This software is licensed as described in the file COPYING, which
    * you should have received as part of this distribution. The terms
    * are also available at http://subversion.tigris.org/license-1.html.

    * newer version instead, at your option.
    *
    * This software consists of voluntary contributions made by many
    * individuals. For exact contribution history, see the revision

Note that it avoids specifying the *exact* mechanism by which you find
out the history. The mechanism could change over time -- the idea is
you go to the home page and figure it out. Since this part of the
notice is advisory rather than legal, it doesn't need to be as precise
as the first part.

I'd like for someone at CollabNet (Brian?) to sign off on this before
we change it, though, since changes to that notice are definitely a
matter of concern to CollabNet.
