Yes. I had a long, protracted, and ludicrously painful experience
with DocBook a year or two ago; despite the fact that I had the Debian
Project documentation lead helping me, we still couldn't get it to
work smoothly most of the time. While I'm sure its improved since
then, I'd still be surprised if it's mature enough now to use without
24x7 technical support from an expert.

No one has volunteered to be that expert. :-)

Texinfo is doing pretty much everything we need right now, it's easy
to use, and its compilation tools are highly reliable. I'd rather
concentrate on doc content than spend energy switching formats,
personally.
