Some places are very conservative and concerned by changes in things
like version control and configuration management. If they are unsure
about something like subversion, ("What if it can't handle the load?",
"What if we don't like it?", or "What if it crashes on us?") then
having an "out" to convert back to a system they are farmilliar with
can ease the decision.

Obviously someone who is that concerned would do some testing, but you
never know if you have all the problems worked out until you try it in
production...

Having an svn2cvs would probably help Subversion get more users, not
actually cause it to lose them.

That being said, I don't expect svn2cvs to hit the top of anyone's
priority list anytime soon, but ideally, it would be nice to have...
