These positions seems inconsistent, unless you think it would be
acceptable to remove functionality and break people's scripts after a
1.0 release.

If anything, I would think it would be better to start with a
minimalist parsing function and add more functionality, rather than
start with bloated parsing functionality and pare it down.

(That's if we actually think getdate.y is bloated in terms of what it
accepts. I don't have a strong opinion there. My only real pet peeve
is that CVS doesn't accept the date format it displays in log entries,
at least as of version 1.10.)
