Ok, i'm seeing differnt things.

Using - MOZILLA_0_9_BRANCH on freebsd it has rendering problems.
Using - a DEBUG build off the tip from 1am last night it semms to render
fine, no probs.
Using - Win 2000 MOZILLA_0_9_BRANCH build www.tigris.org needs only one
reload to display content.
Using - MOZILLA_0_9_BRANCH on linux same problem as FreeBSD.

So it looks like a problem on the 0.9 BRANCH.

Just thought i'd mention it.
