I think you're talking about scratching an itch that nobody cares
about. CVS canonicalizes the target list, and nobody complains. If
they do care, they do exactly what you say: they update just the file
first, then the update the parent dir.

Given the complexity of trying to make our editors scratch this itch,
it just doesn't seem worth it.
