Howto build neon 0.11.0 on WIN32

Hi,

Here are some instructions on how to make neon build on win32. These changes
are against the 0.11.0 sources. I have send changes against the 0.13.0
release to the neon project so hopefully they will be incorporated once
subversion uses neon > 0.13.0!

Add/copy/apply neon.dsp, neon.dsw and config.hw to neon directory.
Copy/apply hip_xml.c to neon/src directory.
Define the environment variable NEON_EXPAT_LITE_WIN32 to point to the
expat-lite source directory.
