PATCH WIN32 Project Build

Patches for cleaner/easier win32 builds. Apply patch in subversion folder.

Read the patched HACKING for details on how to set up subversion for win32
builds.

NOTE that the build rely on some patches to neon not contributed yet. I'll
post a neon specific mail later with neon-0.11.0 WIN32 changes to this group
as well as to the neon project!

I hope I haven't broken something in my desire to ease win32 development...
