The distinction seems more political than technical. Non-core pieces
have source code too, after all -- you even put some Python code in
there yourself. :-)

I'll bet the distinction between core and non-core is something we'll
have a hard time predicting correctly. Let's just put things that are
neither the client nor the server into tools/, and let people figure
out which ones they need.
