The advantage of XML is that XML tools are then useable, specifically that
a software tool to edit the config file would be straightforward to write
using existing parsers, etc.
But those things are orthogonal to a user editing the file directly. Now
that's a problem, particularly if there isn't some simple-yet-complete config
tool available right away. I'm not inclined to assume that "we're used to
editing text config files by hand" means that it's the right approach, but if
it's the only approach available, then the config file shouldn't be so hairy
as to make administration of SVN suck.
