There's a difference between "not dictating policy" and "putting in
extra code and testing time to support a particular policy".

CVS doesn't support repository mirroring, but we don't call that
"dictating a policy of only one repository". :-)

I'm not arguing that SVN should absolutely never support reserved
checkouts, but I don't think we should devote resources to it right
now.
