APR future

Because Subversion and some other projects (Covalent-internal) are using
APR, the Apache guys are considering splitting APR out of Apache in the next
few weeks (rather than post-2.0). As part of that spinoff, there will be a
forum specific to APR for discussion, its own CVS checkin mailing list, and
a bug database for just APR.

Even better, this also means that Subversion coders may be able to get
commit access to APR so that we can fix bugs/doc/whatever in APR much more
directly. [not sure whether anybody in SVN wants to make changes to APR
themselves, but it will be an option; of course, I'll continue to do so]
