Yep. They just need to be unique within this <delta-pkg>.

Do whichever way you think best -- I just stuck that boolean there to
remind us that we need to offer the option of postfix txdeltas. It's
perfectly okay to have a <delta-pkg> that mixes inline and postfix
txdeltas.
