document mirror

I've installed subversion and using it for some time now...
The repository contains sourcecode as well as documents,
and that 's where my question comes in...

1. Can I make it possible to have a lock-modify-unlock mechanism on the .doc files

2. I need the doc information to be available for other departments. but I do not want them to
install a subversion client. So I want to make a directory on a server where all those docs are copied
eachtime they change.
Can I do this ? and if yes, how ?
