Yes, the OSX client should always be able to mount the repository. It
just comes up as a read-only mount (unless it detects LOCK method
support on the server.)

So... something is wrong with your setup. As an experiment, try
mounting subversion's own repository on OSX. Or even a generic public
non-svn DAV share.
