Where is configure?

I am trying to install Subversion on Solaris SunOS 5.8 . There are no precompiled packages available, so I downloaded the latest stable version subversion-0.35.1.tar.gz . The first step after unpacking is to run configure, but I think it's missing.

> find subversion-0.35.1 -name configure
subversion-0.35.1/apr/configure
subversion-0.35.1/neon/configure

Is this an incomplete distribution, or am I supposed to download a different version?
