I use cygwin with the svn command line with no problem. I set my EDITOR
environment variable to gvim. When I do an svn commit, it brings up an
editor window for the message

Yes... this may sound harsh, but stop using a native win32 console
application in cygwin. Our win32 developers have bent over backwards to
make the win32 commandline client conform to real win32 APIs. It's not
surprising at all that there are broken interactions between cygwin and
the win32 client. Cygwin is not win32; it lives in its own dimension
and is extremely hacky. If you want to use an svn commandline client in
cygwin, *build* it within cygwin... or find a cygwin-specific svn binary
built by someone else.
