Did you reboot after uninstalling?
Is there "C:\Program Files\TortoiseSVN\"?
Is there "C:\Program Files (x86)\TortoiseSVN\"?
Are they empty?

Why that GUID?

Maybe try installing the 1.6.7.18415 version again, do a "repair
install" [1], and uninstall after that?
