I can confirm that as I've had this problem with Launchy before. I'm not sure it's possible to instruct Launchy to fire the 64-bit version.

One other way beside installing the 32-bit version would be to use Run to fire explorer, which is easily accessible (Windows-R -> E:\SomeSVNDir -> Enter).
