I'd guess Launchy launches the 32-bit explorer.exe. You can easily
verify this by using taskman.

If so, you either have to install the 32-bit version of TSVN that
works with the 32-bit instance of explorer.exe or change launchy to
launch the 64-bit explorer.exe.
