So far, that is correct, it only has the issue when I'm logging in. I've been unable to reproduce the problem any other way with nightly builds.

Thread count is low on login, usually at 8 at the time it has issues.

Build 16282 had the same problems. Looking forward to testing 16286.

And if I didn't mention it previously, this is XP Pro SP3.
