Even I do get the same error message.

Commit failed (details follow):
Server sent unexpected return value (403 Forbidden) in response to MKACTIVITY

But I observe this error only for one of my users while he tries a commit. While the other user could commit successfully in the same location. Checked the permission also to be the same for both users. Tried with a new location on the repository too, but the same error appears
I user VisualSVNServer 1.6.3 TortoiseSVN client 1.6.1.16129.
