You need to describe the steps more carefully, but it sounds like you
are mixing up Add and Import. If you create the folder Test first in
repo browser you cannot then import local folder Test into the
repository, except as a subdirectory of the Test that you created
earlier.

You can checkout the new Test folder over the top of your local Test
folder and then TSVN->Add to add the content. That way you get to
decide what is included, what is ignored etc.
