TSVN Keeps including files in my ignore list.

Hi all,

I simply want Tortoise SVN to ignore certain folders and files when I
import a directory.

For example I create a folder called "Test" in the repo browser. I
then right click on it and go to properties where I set the property
to svn:ignore and the value "Folder to ignore".

Then when I come to import the "Test" folder which has a folder inside
it called "Folder to ignore" it includes the "Folder to ignore"
folder.

Any ideas to what I am doing wrong.
