Cannot upgrade working copy to 1.7. - "Can't open directory"

I'm receiving the error below when attempting to upgrade the working copy to 1.7 format.

Subversion reported an Error:
Can't open directory
'c:\xampp\htdocs\www\public_html\blog\...:
The system cannot find the path specified.

- I'm using the latest 1.7.1 build on Win7 64.
- Before I installed 1.7.1 I did a SVN cleanup with no errors.
- I've also tried disabling Microsoft security essentials.

I'd really appreciate any help.
