Spellchecking of manuals

Hi doc writers,

I managed to get Aspell up and running to translate TortoiseSVN. It is still
a bit kludgy, but it should help doc maintainers to get their terminology
consistent and find the worst typos. Short instructions are available in
doc/Aspell/readme.txt.

The folder doc/Aspell contains the terminology files.
'de.pws', 'en.pws', ... contain the language dependent terms.
The file 'TortoiseSVN.tmpl.pws' contains the common, language independent
terms for TortoiseSVN. This file is used for each language that is checked.
We have to get this file right, before tuning the language dependent files.
I added many terms already, but there are a few more iterations to go.

Cheers
- Lübbe
